The President of the Republic, Santiago Peña, promulgated “Law No. 7438,” which modifies and expands Law No. 1016/1997, establishing the legal framework for the operation of gambling. With this enactment, the National Commission of Gambling (Conajzar) will detach from the Ministry of Economy and Finance (MEF) to integrate into the larger structure of the National Directorate of Tax Revenues (DNIT).
In a press release the head of Conajzar, Carlos Liseras, explained that: “From this moment on, there will be a substantial improvement in the fight against the clandestine exploitation of gambling. Now, Conajzar and the DNIT have the authority to seize any clandestine gambling operations, materials, implements, documents, and technology being used for exploitation, and they will be able to block all clandestine gambling signals.”
The new framework will also regulate online gambling expanding the range of recognized and approved games.
According to the official, these modifications aim to significantly increase revenue, which will benefit institutions such as the Directorate of Charity and Social Assistance (Diben), which receives direct resources from Conajzar.
Lawmakers recently passed the bill modifying Paraguay’s gambling law. Among the main changes is the strengthening of Conajzar. The initiative intends to eliminate existing monopolies, fostering greater competition and diversity of providers at the national, departmental, and municipal levels. At the same time the legislation aims to expand the online sports betting industry by allowing more companies to enter the market.
