President Santiago Peña signed Decree N° 5,971 on 4 May 2026 authorising adjudications for the operation of the quiniela across Paraguay to a consortium of Daruma Sam S.A., Caproni S.A. and Dataforge S.A., and to Technologies Development of Paraguay S.A. (TDP S.A.).
The decree refers to a 4 May note from the National Directorate of Tax Revenue (DNIT), which together with the Ministry of Economy and Finance submitted Conajzar Resolution N° 47/2026 to the executive for approval. The concessions run for five years from the operational start date set in the corresponding resolutions, with a monthly fee equivalent to 19 per cent of each concessionaire’s gross monthly revenue and a minimum guaranteed amount of 9,500 million guaranies per month. The minimum amount is to be readjusted every 12 months from the thirteenth month onwards.
The concessionaires must submit performance and payment guarantees before signing their contracts, which are to be executed before a notary within 15 working days of notification of the decree. The contracts will incorporate the bidding terms of Public Tender N° 01/2025 and Conajzar Resolution N° 47/2026.
Conajzar, chaired by Carlos Liseras, adopted Resolution N° 47/2026 in a session on 17 April 2026 attended by representatives of the Ministry of the Interior, the Directorate of Welfare and Social Aid (DIBEN), municipalities and regional governments, presided over by the DNIT representative. Both bidders complied with the requirements, accrediting legal, technical and financial capacity. A third group, Consorcio Forte Capital, withdrew during the process.
The change follows the promulgation of Law N° 7,438 in January 2025, which ended the monopoly over quiniela and sports betting concessions and allowed adjudication to more than one operator.
The decree creates the General Directorate of Gambling as a technical body responsible for implementing and enforcing gambling policies, regulations and controls, and for coordinating technical and information support to Conajzar with DNIT’s fiscal intelligence and tax control units.
The reform ends long-standing monopolies over products such as quiniela and sports betting, allowing up to three operators in each vertical instead of a single exclusive licensee. Quiniela remains Conajzar’s main product in terms of player volume and revenue, and the new rules will open this market to additional operators. Previously, in March 2020, Conajzar had extended Technologies Development of Paraguay SA’s quiniela licence until December 2020, despite the expiry of its original five-year term.
