Wyoming Downs and 307 Horse Racing have held a ground breaking

New casino close to the border with Colorado should open in spring 2027

Wyoming Downs and 307 Horse Racing are advancing with the build of an $80m casino in southern Laramie County, close to the border with Colorado, which should open in spring 2027.

The 58,000-square-foot gaming facility.will offer 600 historic horse racing (HHR) machines, simulcast horse wagering, multiple dining options and a sports-viewing area. The facility will be anchored by a stadium-style bar area with a viewing room featuring the largest TV wall in Wyoming, primed to showcase all major sports and events throughout the year. Additionally, the site has additional acreage for future entertainment amenities and hotel developments.

It forms part of a $180m project covering a second new gaming facility, renovations to existing properties and additional gaming locations across the state. The new gaming facility will be born from the transformation of a former sports bar in Gillette into a new Lucky 7’s gaming location. It has also announced significant renovations to properties in Sheridan, Green River, Casper, Rock Springs, and Cheyenne.

The project is a joint venture between ECL Entertainment, Clairvest, and Wyoming-based WERCS (307 First).

Wyoming Downs and 307 Racing President Kyle Ridgeway said: “This project is designed to bring new dollars into Wyoming, drawing visitors from neighbouring states, especially Colorado, strengthening our economy and diversifying our tax base. The targeted consumer for this is from Colorado or from the Front Range. We’re going to have plenty of people from Cheyenne come down here to play and enjoy the amenities, but when you look at 600,000 people within a 30-minute drive, that’s what justifies this investment and brings all that tax revenue in from another state, which is fantastic. We don’t get the opportunity to do that in Wyoming very often.”

The construction is being overseen by Wyoming-owned general contractor Groathouse Construction and local subcontractors

“When we build in Wyoming, we build with Wyoming,” Ridgeway added. “Partnering with local contractors and subcontractors helps keep money in communities and supports the small businesses and trades that form the backbone of this great state. This new investment underscores our commitment to helping the Wyoming economy and its residents thrive.”

By 2029, it is projected to bring in more than $3m in tax revenue annually, mainly from out-of-state visitors, and create more than 150 local jobs.

Another 80m project is planned for Evanston in Uinta County, on 18 newly purchased acres just off the first Utah exit on Interstate 80. Construction by local contractors is planned for early 2027. The new facility will match the Laramie County project in size, create 100 to 150 local jobs and bring millions of dollars in out-of-state revenue to the area.
