Veikkaus highlights cost of internationalisation and preparation for the multi-licence market

The year 2025 was promising for Fennica Gaming, a subsidiary of the Veikkaus Group engaged in international B2B business. The net sales of its games as a service business nearly doubled, and the company signed significant new distribution agreements that will build growth in the coming years.

In addition, the net sales and market share of the online casino and betting business group (the future licensing subsidiary) in Finland began to grow towards the end of the year.

Veikkaus Group’s underlying operating income was €936.3, falling from €959.1m last year. The Group’s operating profit was €431.6, down from €461.6m and profit for the period was €447.2, falling from €471.5m, slightly exceeding the target set. In total, Veikkaus will pay €466.4m in revenue to ownership steering for 2025 and a total of €578.3, down from €591.9m to the State of Finland.

The Group’s result was impacted by increased investments in business development, as well as the lower-than-average jackpot levels of lottery games in the Lotteries and Slot Machines business group (the future monopoly subsidiary) and above-average payouts in Keno.

“The Group’s result for 2025 slightly exceeded the target set, and the decline in operating margin was halted in the second half of the year. We are now heading in the right direction. Especially the second half of the year was strong in terms of both international business and Online Casino and Betting business. All three business groups have now achieved a level of performance that can be expected to lead to growth in 2026,” said Olli Sarekoski, CEO of Veikkaus.

The number of registered customers of Veikkaus increased by approximately 70,000 customers during the year and was almost 2.7 million at the end of 2025. It provides an excellent foundation for business success when the multi-licence market opens in the summer of 2027. Digital channels accounted for 61 per cent of the Group’s gaming revenue in Finland.

Parliament approved the new Gambling Act in December. The law will create a partial multi-licence system in Finland, where companies will have the opportunity to apply for a sports betting and online casino licence for the Finnish market.

“Veikkaus strongly supported the change, which channels gambling into licensed supply, narrows the role of the grey market and creates a market where all operators have the same rules and equal opportunities. The upcoming change is a great opportunity for Veikkaus,” Sarekoski says.
