Swedish government appoints SGA’s new interim director general

Sweden’s government has appointed Johan Röhr to lead the Swedish Gambling Authority (SGA) as acting director general. 

Röhr will be at the helm of the regulator from 1 November 2025 until a permanent appointment is made. 

Having arrived at the SGA as a lawyer in 2001, Röhr has served as chief legal officer for the regulator for the past 17 years. 

Claes Norgren, chairman of the SGA board, said: “Johan Röhr has extensive experience in the business and will ensure continuity in management.  

“Operations will continue as planned and at an unabated pace while waiting for a new director general to be appointed.” 

Röhr will take on the interim position after Camilla Rosenberg, who has held the permanent title of SGA director general since October 2017. She will step down on October 31.

Rosenberg recently called time on her SGA tenure to pursue a new opportunity as director and head of the Swedish Real Estate Agents’ Inspectorate (FMI), which is a branch of Sweden’s Ministry of Finance. 

She was director general of the SGA at a crucial time for Swedish gambling, leading the body throughout the 2019 re-regulation that sparked a new regulated market. 

At the time Rosenberg’s departure was announced, Norgren said: “I would like to thank Camilla Rosenberg for her meritorious work at the Swedish Gambling Authority during a time of profound changes in the gambling market. I congratulate her on her new position.” 

In other SGA news, the regulator has welcomed feedback on its new proposals for Spelpaus, the nation’s self-exclusion register. 

The recommendations are looking to improve the self-exclusion scheme and, if implemented, would apply to all licensees in the regulated market. 

The SGA has acknowledged that the proposals put forward, many of which are set to come into effect 1 August 2026, would come at a greater financial cost to its operators, but stressed the consequences of which would not “be burdensome for the licensees”. 

Additionally, earlier this month, the SGA estimated that the 2024 channelisation rate in the Swedish market was 85%, down one percent point from 2023.
