Strict new monitoring rules in place for operators in Mexico

Mexico’s Tax Administration Service (SAT) has announced the guidelines through which it will monitor online and real-time games, betting, and digital casinos in Mexico.

New rules will also cover ATMs from financial institutions that sell tickets for games and betting activities The measure is part of tax reform and seeks to close gaps associated with money laundering, tax evasion, and irregular operations in Mexico. The information was published in the annexes of the Miscellaneous Tax Resolution for 2026, released by SAT. 

According to the annexes of the Miscellaneous Tax Resolution for 2026, gaming and betting houses, including online operators, must provide permanent, remote, and automated access to their central betting, cash, and cash control systems, as well as to the computing system.

This means that they must allow the SAT (read-only access) to real-time operational monitors.

Each gaming machine must be connected to a data converter that allows for monitoring, installed at the operator’s locations and directly attached to the gaming machines, regardless of the type of business.

This data converter must be interconnected to the central betting system as well as to the cash and cash control system, maintaining data integrity and preventing manipulation of stored data at all times.

Additionally, there must be a permanent online connection using broadband connections.

Among other requirements, operators will need to generate, on a daily basis, a report which will include data regarding their operations and cash movements. They must also maintain a record that the SAT can access online and in real-time, generating a history for each player,

The new regulations apply to authorized operators by the Secretary of the Interior, including both individuals and entities involved in activities like horse and greyhound races, sports betting, numeric lotteries, and gaming machines.

The new regulations come after President Claudia Sheinbaum Pardo called for an update to the regulations governing the operation of online casinos, after the operation of 13 betting platforms and physical casinos in eight states was suspended due to money laundering.
