On Friday, the SPA announced the suspension of seven operators for failing to submit security assessment reports of their betting systems as required by the regulator.
According to Article 8 of Normative Ordinance No 722, which outlines the technical requirements for betting systems, operators must provide an evaluation report of their systems within 90 days of receiving a license. These reports must be issued by a certifying entity recognized by the regulator.
The SPA has expressed concerns that the failure of these companies to provide the reports compromises the safety of bettors, impacts the economy, and obstructs the government’s efforts to combat money laundering.
Failure to submit these reports could trigger a sanctioning process with potential daily fines of BRL 40,000 ($6,960) for those continuing to violate precautionary measures.
The initial list of suspended operators has been reduced to four after EA Entretenimento e Esportes and Bet.Bet Soluções Tecnológicas SA submitted the required documents to the SPA, and Pixbet had its license reinstated following a court decision.
The operators and brands that remain suspended are:

## Pixbet again avoids SPA suspension
Pixbet faced a similar challenge back in April when the SPA suspended its license due to missing technical certifications for its betting systems. However, the suspension was short-lived as Judge Anderson Santos da Silva quickly overturned the SPA’s decision.
Pixbet claimed the initial suspension was “illegal and disproportionate”, causing “reputational and economic damages” partly due to its BRL 470 million master sponsorship of Flamengo, a premier Brazilian football club. Rapid federal court interventions have ensured that Pixbet’s license was reinstated in time for Flamengo’s matches—both incidents occurring just before the weekend games.
Judge Leonardo Tavares Saraiva later recognized the “periculum in mora” or “danger in delay”, issuing a preliminary injunction that allowed Pixbet’s operations to continue under its Pixbet, Flabet, and Bet dá Sorte brands.
Discussing Pixbet’s first license suspension in April, lawyer Fabio Ferreira Kujawski criticized the SPA’s action as disproportionate. He argued that “a suspension of authorization should only occur in extremely serious cases of repeated violations of Brazilian law,” suggesting that warnings or fines should precede any suspension, which should be a last resort.
Of the seven operators initially suspended by the SPA, three, including Pixbet, have had their licenses reinstated.
