The Secretariat of Prizes and Bets (SPA) of the Ministry of Finance (SPA-MF) opened, on Wednesday (Feb 4), a public consultation to receive contributions from civil society, including representative associations, betting operators’ agents, and other sector participants, regarding the regulatory proposal related to service providers used by fixed-odds betting operators.
The initiative is foreseen in the Regulatory Agenda for 2025-2026, established by SPA Ordinance No. 817/2025.
According to a Ministry of Finance press release:
“The public consultation aims to gather information, suggestions, and technical contributions from sector associations, operators, suppliers, experts, and other civil society stakeholders” with the objective of supporting “the improvement of the normative text” and ensuring that the regulation reflects the “market’s operational reality and protects people.”

The proposal put under consultation concerns the recognition of the operational capacity of service providers destined for fixed-odds betting agents, including: betting systems and platforms; online games and live game studios; identification, qualification, and risk rating services as well as data providers for betting systems.
The Ministry of Finance said that the regulation aims to contribute to the “improvement of a regulated betting ecosystem in Brazil, promoting greater responsiveness by economic agents involved and strengthening anti-illegal activity measures.”
The public consultation remains open for contributions until March 23, 2026. Submissions must be sent via the Brasil Participativo platform, a digital platform for civic engagement, in the specific section of the consultation on recognizing the operational capacity of service providers for betting operators. Participants may submit contributions related to the drafting of the draft Ordinance by chapters, sections, articles, or provisions.
