Slot and online gambling operators constitute new industry chamber in Paraguay

Paraguay’s slot and online gambling operators have formed their first formal trade body. In the final week of May, more than twenty operators of slot machines and online platforms constituted the Paraguayan Chamber of Electronic Games of Chance, known by its Spanish acronym CAJEPY, with a Board composed of Raúl Caviedes as president, Miguel Báez as secretary and Emilio Módica as treasurer.

The chamber’s legal representative is Javier Rodrigo Balbuena Estigarribia. Between 25 and 27 May, the new body presented itself to the National Commission for Games of Chance (Conajzar) and met its interim president, Roxana Carolina Del Río.

CAJEPY is the first piece of industry self-organisation to emerge under the framework introduced by Law 7438/2025, which President Santiago Peña enacted on 3 January last year to revise Paraguay’s gambling regime. The implementing decree, Decree 3846/2025, followed in May, setting out the regulatory detail under which Conajzar, the operators and the municipalities were expected to work, and fixing a minimum distance of 200 metres between gambling premises and schools.

The reform moved Conajzar out of the Ministry of Finance and into the National Directorate of Tax Revenue (DNIT), where it now operates as a deconcentrated body, and created a new Directorate General of Games of Chance to handle day-to-day administration. The law also lifted the historical monopoly on certain concessions, permitting up to three operators per game modality, and introduced criminal sanctions of up to five years’ imprisonment for unlicensed operators.

The new framework gives Conajzar the authority to license operators, approve new game modalities, write tender terms and impose penalties, with the Executive retaining the final word on the award of national gambling licences.

CAJEPY outlined three priorities to the regulator. It called for a graduated path to formalisation for operators currently working in grey areas of the market, particularly the electronic-slot operators whose legal status remained unclear under the previous monopoly framework.

It also pressed for stronger coordination against the clandestine online platforms that have proliferated since the launch of the regulated market, building on Resolution 50 issued earlier this year, under which Conajzar instructed internet service providers to block an initial group of unlicensed casino sites. And it highlighted the importance of harmonising regulation at the municipal level, where mayors continue to hold significant authority over the siting of gambling venues and coordination with the national regulator has historically been limited.
