Senator puts forward advertising restriction bill in Argentina

Argentina is again moving to tighten controls on gambling advertising, this time through a bill introduced in the Senate by Gerardo Zamora that targets the promotion of online betting to minors and other vulnerable groups.

The proposal would create a national framework regulating gambling advertising, promotion and sponsorship, amid growing political concern over youth exposure to betting brands through football, social media and influencer-led campaigns.

Under the initiative, gambling operators would face sweeping limits on how and where they can advertise. Media reports say the bill would ban betting ads on sports shirts, in stadiums, on official club channels, and in spaces close to schools and venues frequented by children.

It would also prohibit the use of celebrities, athletes and influencers in campaigns designed to promote gambling, except where messaging is strictly tied to responsible gambling.

The text also goes beyond marketing restrictions. According to reports on the proposal, it would ban signup bonuses and other promotional incentives, require health warnings such as “Compulsive gambling is harmful to your health,” and call for the blocking of access to betting sites on school networks.

In presenting the project, Zamora said the aim is to “prevent child gambling addiction,” framing the measure as a child-protection effort rather than a commercial restriction on licensed operators. The sanctions set out in the proposal include fines calculated in fixed units tied to the price of fuel, to prevent inflation from rendering them purely symbolic, as well as the suspension or loss of licences for operators and the closure of establishments in cases of serious or repeated non‑compliance.

In November 2024, Argentina’s Chamber of Deputies approved in general a separate bill containing strong restrictions on online betting advertising, but by February 2026 that measure had stalled in the Senate.

However, moves are still afoot in the Chamber of Deputies to limit gambling related harm. Lawmakers there have created a commission to examine dozens of bills to combat gambling addiction, which have been awaiting treatment for several months.

However the newly formed “Commission on Games of Chance, Lottery and Gambling Addiction Prevention,” could take some time before it convenes due to the number of projects awaiting treatment.

The commission’s mission will be to issue reports on all matters related to “the regulation, authorization, control and oversight of games of chance in all its modalities, including online bets, digital platforms and new technologies applied to gambling, as well as on advertising, promotion and sponsorship linked to that activity.”

Additionally, the body will analyze and dispatch proposals “regarding public policies, legislation, agreements and/or treaties aimed at prevention, assistance and treatment of problem or compulsive gambling (gambling addiction), and its social, economic, and health consequences, with particular focus on the comprehensive protection of children and adolescents.”
