Senator Jorge Kajuru has introduced Bill 4,542/2025, which amends Law 14,790/2023 to impose new limits and prevention mechanisms for compulsive behaviour related to online gambling. The bill is currently awaiting analysis in the Senate.
If approved the bill would change Law No. 14,790 of 2023 in several key ways as it would impose a number of extra responsibilities on operators in order to prevent gambling related harm. The proposal stipulates that betting operators must adopt a maximum bet per round: up to R$10.00 for individuals aged 18 to 24 and R$25.00 for those over 25, in addition to monthly limits to be defined by the Ministry of Finance. The text also mandates the display of alerts every 15 minutes or after 25 rounds, informing players of their playing time, amount spent, and risks of addiction. The limits on players associated with the age group of bettors and will be daily and monthly and “will prevent bettors from becoming over-indebted.”
The bill would also impose an automatic pause system for accounts when atypical or potentially compulsive betting patterns are identified, such as successive losses or high deposit volumes.
According to the text of the bill, this would be “similar to a circuit breaker in the stock market, to interrupt the process of systematic loss escalation that occurs when the bettor irrationally makes successive bets in an attempt to recover losses. This occurs with respect to both the session time and the amounts bet. The goal is to assist individuals who find themselves in a moment of emotional, financial, or mental health vulnerability by providing a “pause” mechanism for gambling. This interruption of the rhythm of successive losses is important for the player to have time to step out of the dopamine-seeking mode and make a more rational decision.”
Additionally, companies would be required to submit semi-annual reports to the Ministry of Finance with detailed data by age group and bet amount, including the number of sessions, average playtime, and requests for self-exclusion.
