The Science and Technology Committee (CCT) of the Federal Senate approved Bill 3563/24, which prohibits advertising, sponsorship, and promotion of sports betting and online games in Brazil. The proposal, which also bans bets related to election results, now goes to the Constitution and Justice Committee (CCJ) for analysis.
The bill’s rapporteur, Senator Damares Alves maintained the original text during the CCT session.
Bill 3563/24 will continue its progress through the CCJ where a Working Group is expected to be formed to analyze this and other similar bills being processed in the Federal Senate.
The rapporteur expressed confidence in the next phase of the legislative process. According to Alves, Senator Carlos Portinho will work on modifying the text in the CCJ indicating the possibility of changes before final approval.
Authored by Senator Randolfe Rodrigues Bill 3.563/2024 prohibits the advertising, sponsorship, and promotion of sports betting and online gambling. The text amends the Sports Betting Law banning throughout the national territory any communication and advertising actions related to fixed-odds betting.
According to the Brazilian Senate News Agency, the prohibition applies to advertisements on radio, television, newspapers, magazines, and social media, sponsorships of sporting events and clubs, and indirect advertising—for example, the insertion of products in television programs or advertising during sports broadcasts—as well as the pre-installation of betting applications on cell phones, tablets, or smart TVs.
The penalties foreseen in case of non-compliance include warnings, fines ranging from R$ 5,000 to R$ 10 million, suspension and revocation of authorization to operate fixed-odds betting, and may be applied cumulatively.
