São Paulo commerce advocacy organization supports casino bill

The Federation of Commerce of Goods, Services, and Tourism of the State of São Paulo (FecomercioSP) has presented a technical opinion on the proposal for the legalization and regulation of casinos in Brazil, currently under discussion in the National Congress. According to the entity, which represents the interests of businesses in the commerce, services, and tourism sectors in the state of São Paulo “this activity can bring significant economic benefits, particularly in terms of tax revenue and stimulating the tourism sector.” However, it warned that that implementation must be approached with “caution and under strict regulatory control.”

The Federation states that any possible approval for the operation of casinos must begin with a comprehensive assessment of its effects. “International experience shows that when properly structured, this activity can boost productive chains such as hospitality, entertainment, gastronomy, and commerce, expanding job creation and income. However, without adequate regulation, there is a risk of economic, social, and even criminal distortions emerging.”

FecomercioSP argued that there is a need for a clear definition of taxation to prevent double taxation and legal uncertainty, the establishment of strong monitoring systems to combat illegal activities like money laundering, and the assessment of social impacts, particularly regarding family debt and the susceptibility of vulnerable groups to gambling addiction.

It also emphasized that regulation should “consider the integration of casinos into broader tourism projects, with infrastructure that enhances national destinations. This approach can ensure that the activity is not limited to gambling itself but serves as a vector for regional development.”

Guilherme Dietze, president of the Federation’s Tourism Council said: “FecomercioSP supports measures that enhance the business environment and promote income generation, but believes that the legalization of casinos in Brazil must be accompanied by clear rules, normative predictability, and social protection mechanisms.”

The institutional position will be sent to the lawmakers tasked with reviewing the issue, aimed at contributing to the discussion with technical proposals that balance economic interests with the maintenance of legal certainty and social responsibility.
