Report: Brazil prepares to ban minors from accessing online gambling content

The Brazilian government is preparing legislation which would ban young people from accessing online gambling platforms.  

As reported by Bloomberg, the government decree would require app stores and gambling platforms to implement stringent age verification measures designed to prevent minors from accessing their content.  

Websites that include advertising for escort services, dating apps, pornography and weapons would also be forced to introduce age verification software.  

The report suggested the decree could be introduced as soon as the end of the month, while including a caveat that the text for the legislation is yet to be finalised.  

The draft decree also contains safeguards preventing data collection during the age verification process, making it impossible for companies to track individuals’ browsing history or identity.  

The move forms part of the Brazilian government’s wider initiative to limit young people from accessing content considered illegal or harmful. 

Brazil’s regulated betting market recently celebrated one full year of operation in January. 

Data released by the country’s Ministry of Finance’s Prizes and Betting Secretariat (SPA) showed operators are expected to generate gross gambling revenue (GGR) of BRL37bn (£5.2bn) for 2025.

Lawmakers have also approved a new 15% tax on player deposits for operators, in addition to an increase of GGR tax from 12% to 15% over the next three years. 

Earlier this month, a Senate committee approved a bill banning the advertising of sports betting in Brazil.

The ban will include any advertising on radio, TV, newspapers, magazines and social media, as well as the sponsorships of clubs and sporting events. 

Operators found in breach of such regulations could be sanctioned with a fine up to $2m, as well as the possible suspension or revocation of licences.

Should the bill come into law, Brazil would follow in the footsteps of a number of European countries in implementing a partial or full ban on gambling advertising.

​The Netherlands’ gambling regulator introduced a ban on gambling sponsorships for sporting organisations in July 2025. The country’s coalition government has also laid out plans to implement blanket ban on gambling advertising.

Belgium introduced a countrywide ban on gambling advertising in July 2023, outlawing any promotion across TV, radio, cinema, magazines and newspapers.

Italy’s Dignity Decree, which came into law in 2018, banned gambling advertising across traditional outlets and social media platforms, while also prohibiting gambling sponsorships.
