Prize draw operator code includes £250 monthly credit card spend limit

The UK government has revealed the voluntary prize draw operator code of conduct, which includes allowing customers to set spending limits and offer self-exclusion.

The code, which has to be adopted by the signatories by 20 May 2026, mirrors severely gambling industry regulations and requirements of licensed operators.

The Gambling Commission does not hold regulatory oversight of the prize draw sector, which includes household names such as Omaze.

The code is split into three sections: player protections, transparency and accountability.

On the player protection front, operators have agreed to implement an age verification process, allow spending limits, including limiting credit card spend to £250 per month, as well as self-exclusion tools.

Operators must also direct consumers to “available support for those experiencing harm. The code does not specifically mention gambling-related harm.

A commitment has also been made to adhere to marketing rules under the CAP Code.

Under the transparency section of the new code, firms have agreed to provide greater detail on prize draw rules, as well as direct consumers to free-to-enter routes.

Charitable donations, which prize draw operators often bake into their business models, must be detailed and published, including the size and frequency of donations.

In terms of accountability, signatories will put systems in place to monitor adherence to the code, as well as ensuring their third-party partners are aligned with its contents.

The sharing of best practices across the sector, as well as public disclosure of steps taken to adhere to the code, have also been laid out.

Additionally, operators have been encouraged to engage with Department for Culture, Media and Sport to ensure the code remains fit for purpose.

The founding 23 signatories of the code include Omaze, Raffle House, Winvia-owned Click Competitions and Jumbo’s Dream Car Giveaways.

The code of conduct’s publication came after a government-commissioned report, published in the summer, called for the sector to be put under the Gambling Commission’s watch.

Gambling minister Baroness Twycross said: “Millions of people enjoy entering prize draw competitions every year and they should be confident that reasonable protections are in place. Thanks to the introduction of this code, that will be the case. 

“I want to thank all of the operators who have already signed up, both for their cooperation in developing the code and their commitment to following it moving forwards.”

James Oakes, Omaze president, added: “As more and more companies offer prize draws, we welcome DCMS’s introduction of this code and look forward to all operators committing to the same high standards.”
