Paraguay’s gaming commission reports its highest monthly revenue figure of 2026

Paraguay’s National Gaming Commission, Conajzar, reported revenue of G.19,632,832,434 in May 2026, the highest monthly figure recorded by the institution so far this year. The data were published in the comparative tables of canon revenue available on the commission’s official portal at the National Directorate of Tax Revenues. The May figure represented a year-on-year increase of 4.8 per cent on May 2025, according to the same source.

Cumulative revenue from January to May 2026 reached G.96,244,918,093, an increase of 6.3 per cent on the G.90,480,457,787 collected in the same period of 2025. The earlier months of the year were reported at G.18,715 million in January, G.18,022 million in February, G.18,316 million in March and G.19,301 million in April. The commission’s full-year revenue for 2025 closed at G.215,940 million, an increase of 22.86 per cent on the previous year, according to figures attributed to the commission’s president, Carlos Liseras, in an interview with La Nación in January 2026.

Liseras has also said publicly that monthly collections at the start of his administration ran at between G.11,000 million and G.12,000 million, and that current monthly revenue is therefore close to double that level.

The full-year 2025 figure was the first complete year of Conajzar’s operation inside the National Directorate of Tax Revenues, the body that collects internal taxes and customs duties in Paraguay. The commission was moved from the Ministry of Economy and Finance to the National Directorate of Tax Revenues under Law 7438, promulgated by President Santiago Peña on 6 January 2025.

According to information published by the Presidencia de la República at the time of promulgation, the change was intended to give Conajzar access to the audit capacity and territorial reach of the tax authority.

The same law modified the membership of the commission’s board, replacing the Ministry of Economy and Finance representative with one from the National Directorate of Tax Revenues, and ended the monopoly regime for certain modalities of games of chance by raising from one to three the maximum number of concessions for sports betting and quiniela.

The canon revenue collected by the commission is distributed under Law 1016 of 1997 to the welfare directorate Diben, the Ministry of Sports, departmental governments and municipalities, the National Directorate of Tax Revenues itself and the national treasury.
