Octobet and Sportito to pay Gambling Commission penalties over LCCP failings

Octobet will pay £26,000 to the Gambling Commission (GC) after a licence review found failings in the brand’s anti-money laundering (AML) and social responsibility measures.

Octobet, which holds a GC licence under the Octopus Game Limited entity, was deemed to have breached aspects of the Licence Conditions and Codes of Practice (LCCP) requirements.

This came after a licence review was conducted by the GC in November 2024.

The review found shortcomings in relation to licence condition 12.1.1, which relates to money laundering.

The condition requires licensed operator to conduct “an assessment of the risks of their business being used for money laundering and terrorist financing”.

The condition also requires licensees to ensure they have “appropriate policies, procedures and controls to prevent money laundering and terrorist financing”.

In addition, Octobet was deemed to have fallen short on condition 3.4.3 regarding remote customer interaction.

The GC noted Octobet had failed to comply with multiple points of the condition, including acting on strong indicators of harm within a timely manner by putting automated processes in place.

The operator also neglected to use a range of indicators, including spend and patterns of spend, to identify potential harm.

Octopus Game Limited runs the Octobet brand in the UK. The licence also has the domain www.octopusservice.co.uk listed, although the site is not live.

The operator, which is based out of Wokingham, has held UK online casino and sports betting licences since July 2023.

Companies House lists American Li Keqing and Chinese national Wang Lei as persons with significant control in the company.

These filings show Octopus Game Limited avoided compulsory strike-off action in December.

The GC has also confirmed a financial penalty of £1,209 to be paid by Sportito over general and regulatory returns failings.

The regulator conducted an investigation outside of a licence review.

The GC imposed a £1,000 financial penalty on the licensee in November 2025 for similar shortcomings.

Sportito also breached general and regulatory returns requirements in November 2024, leading to a £600 penalty.

The operator has held pool betting and linked gambling software licences since 2019.

EGR has contacted Octobet and Sportito for comment.
