The Norwegian Gambling Authority (NGA) has approved the NOK10m (£746,967) fine issued to Norsk Tipping following the Eurojackpot draw error in June.
The state-owned lottery operator was informed of the potential penalty last month by the regulator.
During the summer, 47,000 customers were incorrectly informed they had won huge prizes, while 30,000 were told of their ‘win’ via SMS or a push notification to their mobiles.
The error was caused by a coding system failure which converts kroner to euros and had accidentally multiplied winning amounts by 100, as opposed to dividing by 100.
In the wake of the incident, Norsk Tipping CEO Tonje Sagstuen resigned from her role at the end of June.
When announcing the decision to proceed with the NOK10m fine, the regulator said it had taken several factors into account such as the preventative effect of the fee, the seriousness and duration of the violation as well as the degree of culpability.
The NGA also factored in the economic capacity of Norsk Tipping, benefits that were or could have been obtained, the degree of cooperation and previous violations.
The regulator concluded that while it may have been a standalone case, Norsk Tipping had not carried out necessary checks or run tests after the currency conversion code was changed in the system – leading to the error not being discovered until after the incorrect prizes were published.
When contemplating the penalty, the NGA also considered the effect this has had on customers, many of whom were left feeling “deceived” and subsequently lost trust in the state-owned operator.
This incident is the fourth time in just over a year Norsk Tipping has been fined for violating Section 8 of Norway’s Gambling Act.
On 17 September 2024 the lottery operator incorrectly paid a customer NOK25m, which resulted in a fine from the NGA.
Then on 21 March 2025 Norsk Tipping was fined NOK36m for the temporarily preventing players’ ability to self-exclude due to an IOS update.
Thirdly, on 26 August 2025 it was fined NOK46m for historical lottery draw errors in both the Eurojackpot and the Supertrekning Lotto.
Despite June’s Eurojackpot error being quickly rectified and measures implemented to avoid similar issues occurring in the future, the NGA stuck with its fine of NOK10m – the equivalent of 0.1% of Norsk Tipping’s turnover of NOK10.2bn in 2024.
Tore Bell, NGA director, said: “The error is a serious breach of trust. Players should be able to trust Norsk Tipping.”
The operator has three weeks to appeal the decision.
