The increase in taxes for betting and fintechs PL 5,473/2025 had its vote postponed by the Economic Affairs Committee (CAE) to Tuesday (02 December), at the request of the opposition. The bill, increases the Social Contribution on Net Profit (CSLL) for fintechs and other financial institutions, gradually raises the taxation on betting and creates a tax regularization program for low-income individuals.

According to the Senate News Agency, regarding the taxation of betting companies, the text establishes a gradual increase in the Contribution on Gross Gaming Revenue (GGR), which will rise from 12% to 15% in 2026 and 2027, and to 18% from 2028 onwards. Overall the text grants a far more lenient taxation for betting, against the original proposal which would have imposed a rate of 24% GGR.
“Our proposal establishes clearer criteria for authorizing betting operations, reinforcing that the Ministry of Finance may deny authorizations when there are doubts about the integrity of administrators and controllers. Furthermore, minimum requirements for proving integrity will be established, with the aim of ensuring that only trustworthy operators act legally,” explained the rapporteur.
