A new establishment located in João Pessoa the capital city of the state of Paraíba in northeastern Brazil is set to open this week. The Diamond Poker Club & Sportbar will open at 7 PM on Avenida João Maurício, in front of Praia de Manaíra, combining attractions like poker, a sport bar broadcasting sporting events, a bar and cocktail service, along with authorized lottery games.
The opening will feature special guests, including authorities, business leaders, and local personalities. According to the organizers, the venture aims to initially generate around 150 direct and indirect jobs and establish João Pessoa as one of the emerging hubs for regulated entertainment in the country.
The space includes a number of regulated lottery activities. The lottery-related activities operate under authorization and supervision of the State Lottery of Paraíba (LOTEP), including modalities such as sportsbetting and instant lottery games.
“Diamond was created with the intention of offering an integrated, secure, transparent, and fully regulated experience, inspired by the best international practices in the gaming and betting sector, positioning João Pessoa as one of the emerging capitals for regulated entertainment in Brazil,” stated the administration of the complex.
In addition to the gambling and entertainment environment, the venture also focuses on providing a unique gastronomic experience. Diamond will feature a bar and premium gastronomy.
The public will have access to a Sport Bar, and a Poker Member’s Club. The management emphasizes that each operation operates autonomously, without financial or operational integration with lottery activities.
The project claims to align with the state lottery public policy and the Supreme Federal Court’s decisions regarding state competencies when it comes to the scope of lottery public services which the state may offer.
With an area of approximately 1,200 m², the venue can accommodate up to 400 people simultaneously.
Operating hours will be from Sunday to Sunday, from 2 PM to 2 AM, with its own parking and valet service. The initiative also targets economic effects such as formalizing the betting market, consumer protection, combating the informal market, and increasing tax collection.
In July 2023 the Paraíba State Lottery (LOTEP) announced that it would officially be modernised after Governor João Azevêdo Lins Filho signed PL 590 into law. The law links the lottery to the Treasury Department and ushered in a further expansion of the lottery and new lottery products.
Under the terms of State Decree No. 41,037/2021, LOTEP serves the purpose of generating resources aimed at promoting social welfare policies and funding programs in the areas of assistance, sports, education, health and social development.
In January 2023 officials from the state announced the launch of the fixed-odds sports betting tender, with licenses to operators for 10 years. Licences can be renewed. According to Decree No. 43376/2023 published that month in the Official Gazette lawmakers approved the regulation of fixed odds sports betting both in physical outlets and online.
