Missouri Opens Sports Betting License Applications After Voters’ Approval

The Missouri Gaming Commission (MGC) has officially opened the application process for sports betting licenses, following the approval of Amendment 2 in the November 2024 elections. Starting May 15, eligible operators can apply for one of 19 retail and 21 online sports betting licenses. The MGC noted that licensing rules will come into effect on 

The Missouri Gaming Commission (MGC) has officially opened the application process for sports betting licenses, following the approval of Amendment 2 in the November 2024 elections.

Starting May 15, eligible operators can apply for one of 19 retail and 21 online sports betting licenses. The MGC noted that licensing rules will come into effect on August 30, allowing regulators over three months to vet submissions before issuing temporary permits.

Applicants aiming to go live by the official launch date of December 1 must submit materials by September 12. Direct mobile license seekers (operators not tied to casinos or major stadiums) must apply by July 15, with selection hearings set for August 13 and 15.

The framework also allows each of Missouri’s six major league sports teams to apply for both an online and a retail license. Early interest is already emerging, with Bet365 partnering with the St. Louis Cardinals and ESPN Bet reportedly preparing entries.

Under the new law, a 10% tax on sports betting revenue will fund education, responsible gambling initiatives, and regulatory enforcement.

The MGC stated:

“This interim period from May 15 to August 30 ensures the Commission has time to properly review applications before temporary licenses are issued.”

With Missouri becoming the 39th U.S. state to legalize sports betting, the industry is watching closely as the Show-Me State prepares to go live in time for the year-end sports rush.
