A plan being prepared by President Luiz Inácio Lula da Silva‘s government, focused on reducing household debt, includes granting a guarantee from the federal government for debt renegotiation and is expected to create restrictions on gambling for people who join the program.
According to press reports, ministers met with Lula to discuss the general outlines of the program, which is intended to assist people in debt, especially those with low incomes, and individuals with accounts up to date but who have a high level of income commitment.
The program, will also have a specific focus on resolving debts of micro, small and medium-sized enterprises.
Finance Minister Dario Durigan said that the new debt renegotiation program for families being studied by the ministry should offer discounts of up to 80% on outstanding debts, with the remaining 20% being renegotiated.
Data from the Central Bank shows that household debt commitment reached 29.3% in January. This figure, also reached in October 2025, is the highest in the historical series started in 2011 by the monetary authority.
The plan to reverse this situation will be presented months before the October elections, when Lula is expected to seek re-election.
One source highlighted that one of the government’s concerns relates to gambling as a source of increased household debt. Therefore, the idea is to propose a restriction on gambling for those who enter into the renegotiation program promoted by the government.
After meeting with Lula, Finance Minister Dario Durigan confirmed that the plan should include restrictions on betting.
“We’ve been discussing a lot about having a counterpart that limits the subsequent indebtedness of these people, for example, with bets, with digital betting, so that we don’t relieve people of their financial difficulties, and then, in the next act, they go back into debt,” he said.
The ministry is evaluating the technical feasibility of the restriction before defining its implementation. The leader of the Workers’ Party in the Chamber, Pedro Uczai, detailed how the proposal would work. “The government will prohibit, will block the CPF (taxpayer registry number) of everyone who renegotiated to participate in any type of game, such as betting,” he said.
However, the measure’s effectiveness could be limited as the block would only apply to licensed betting houses operating in Brazil while there is also the possibility of debtors using third-party CPFs to place bets.
