Physical player cards to be introduced by January 2029

Lithuania’s Ministry of Finance wants to bring in mandatory player cards for gamblers across the country in both online and land-based operations.

It wants to bring in the physical player cards by January 2029 and gradually phase out cash payments in preference for payment via the player card. The cards will connect to a central registry run by the Gambling Supervision Service. It will collate real-time data on player behaviour, including deposits, losses and winnings, so that once a limit is reached, additional gambling is blocked across all platforms.

Minister of Finance Kristupas Vaitiekūnas said: “A three-year transition period is being set to give gambling operators time to upgrade existing equipment or replace it with systems that comply with non-cash payment requirements from 2029. It strengthens the prevention of problem gambling and ensures that the main objective, reducing access to gambling and its potential harm to health, is actually achieved.”

“A gambler’s card is a common profile that would exist in the information system, and all gambling companies would have that information, would know what gambling limit a person has reached, and would stop them from gambling further.”

In 2024, the Seimas increased the legal gambling age from 18 to 21, followed by a crackdown on advertising across online, TV, radio and sponsorship channels.
