Lawmaker proposes alcohol and cigarette type restriction on advertising in Brazil

Deputy Luciano Ducci has gathered 100 signatures for a proposed constitutional amendment (PEC) that imposes restrictions on gambling advertisements. According to Brazilian news portal, Congreso en Foco the text equates betting to products like cigarettes, alcoholic beverages, medications, and pesticides. To be filed, the proposal needs the support of 171 deputies.

Ducci argues that the rapid growth of gambling in Brazil, fuelled by advertising campaigns and the use of celebrities, necessitates the adoption of clear rules and mandatory warnings.

“This measure is essential to ensure that advertising about gambling and online betting is more responsible. Campaigns must reflect the reality of the risks, without creating false expectations for consumers.”

Ducci cited a study by the Brazilian Society of Retail and Consumption (SBVC), which showed that 63% of Brazilians who gamble commit part of their income to games, affecting even spending on food and health.

In the proposal submitted to the Chamber, the deputy argues that gambling advertisements can no longer operate without control. “The numbers demonstrate an alarming reality and the need, more than evident, to establish rules for how these games are presented.”

The initiative also seeks to protect more vulnerable groups, such as minors and people with limited digital literacy.

However, the congressman does not want a gambling ban. “It’s not about banning gambling, but about ensuring that the population has clear understanding of the risks involved, such as addiction, debt, and family breakdown,” he stated.

Ducci further explained that with the signatures already collected, the proposal is gaining traction among lawmakers and should continue to garner support in the coming weeks. “If it reaches the required signatures, the PEC will be filed and will begin its process in the National Congress,” he said.
