The Netherlands Gambling Authority’s latest Market Scan shows that gross gaming revenue from land-based casinos fell by €61 million in 2024, reflecting the shift to online gambling and changes in consumer behavior.
Because of this, land-based casinos’ contribution fell to €1.30 billion from €1.36 billion in 2023. Indexed to 2019 data, gross gaming revenue for online casinos is 27% lower.
Gaming halls have also been affected, with their number of locations dropping from 217 in 2023 to 196 in 2024, as available player positions across hall-based machines fell from 24,692 to 20,997 from 2023 to 2024.
Holland Casino’s table game network also decreased to 364 tables across 14 venues, while the Zandvoort facility closed permanently on January 31, 2025.
Contrary to this, online casino activity was more resilient, accounting for 46% of all casino-related revenue.
Land-based casino providers’ contribution to gambling-tax payments decreased to €396 million from 2024’s €401 million. Data also shows that players lost an average of €197 in land-based casinos, as opposed to €101 in online casinos in 2024. This is also due to the illegal gambling platforms’ expansion in the first half of 2025, attracting and targeting more players than land-based casinos. Reports show that illegal platforms have overtaken licensed operators for the first time since online gambling became regulated in 2021.
Licensed operators generated €600 million in gross gaming revenue from January to June 2025, which was a 14% decline compared to the last report. Regulators believe this is the result of the Responsible Gaming Policy introduced in 2024, which put in place spending limits and stricter gaming measures.
