KSA hands out fresh six-figure weekly fine to another unlicensed operator

The Netherlands Gambling Authority (KSA) has issued a weekly penalty payment order against Winbet for operating four sites illegally in the Dutch market.

The regulator said that a weekly fine of €280,000 (£233,000) would be handed to the operator, with a maximum penalty capping out at €840,000.

Winbet is alleged to have offered gambling via the GalaxySpins, WinnerCasino1, Superb1 and DoctorSpins sites without holding the necessary licence to operate in the country.

The KSA claimed that when it examined the sites, it was possible to create an account, make deposits and participate in the “illegal gambling offered”.

The regulator added that “no technical measures were taken on the sites to prevent participation from the Netherlands”.

Winbet was informed that the weekly penalty payments would be implemented should it continue to operate in the Netherlands and fail to cease operating.

When visited by EGR, WinnerCasino1, Superb1 and DoctorSpins all carried the same notice at the bottom of each site relating to its licence.

The note stated that each site was “owned and operated by WinBet NV of and its fully owned subsidiary, WinBet LTD”.

The note added that WinBet LTD is based in Chrysoupoli, Greece and that WinBet NV holds a master licence in Curaçao.

All three sites’ terms and conditions explicitly stated the brands “do not accept players residing in Israel, the United States, Serbia and Hong Kong”. There was no mention of the Netherlands.

All three sites also featured GambleAware, despite none of them being licensed in the UK by the Gambling Commission.

EGR was unable to access GalaxySpins from the UK.

This was the KSA’s latest regulatory punishment after it issued BlockDance with an identical €280,000 weekly fine last week.

The Dutch regulator alleged that BlockDance was the company behind BC.Game, despite the operator claiming otherwise.
