Prefectures in Japan can register interest in May 2027

Despite the first round of casino licensing only bringing forward one project, the Japan Tourism Agency has confirmed that it will be launching a second round of casino proposals in May 2027.

The Agency will be accepting applications from local governments over a six-month period, from May 6 2027 to November 5, 2027, and has published a draft Cabinet order detailing the next round of applications where regions wanting to develop an Integrated Resorts with a gaming floor. The draft is already out for public feedback.

MGM is pushing forward with its casino plans for Osaka, but the government is still able to award another two of the three licences first mooted.

Shigeki Murata, Commissioner of the Japan Tourism Agency, said: “The development and promotion of IRs will contribute to the promotion of stay-based tourism. This is an important measure toward realizing a tourism-oriented nation.”

Hokkaido Governor Naomichi Suzuki, who closed the door on earlier plans for the region to host an IR, said in September: “Circumstances are changing. The national government initially planned to approve three sites, but now it has effectively narrowed it down to just one — in Osaka. As for the two other potential sites, how they will be handled remains unclear. We view IR as a potential project that could contribute to Hokkaido’s development by attracting private investment and boosting tourism-related spending.”

Hard Rock, who had previously confirmed its interest in Hokkaido said it was ‘very pleased’ the remaining licences were being revisited.
