Slots numbers expected to fall by 40,000 with VLTs by 11,000

Having completely revamped its online gaming sector last year, legislators are now looking to do similarly with the land-based sector.

The government is considering the implementation of a draft decree unifying the 20 regions and 110 municipalities when it comes to slot halls, bingo halls, and video lottery terminals (VLT). It will launch new licence tenders for gaming machines, betting, and bingo operations by the end of the year, which it expects will raise to €2bn in additional tax revenue.

The decree would cut back on the number of venues allowed to offer slots, with bars, tobacconists and gaming halls to be slashed about 10 per cent, resulting in 40,000 venues. This will see a reduction in the number of slot machines from around 240,000 slots to 200,000 with VLTs to decline by 20 per cent from 55,000 to about 46,000 machines. Betting shops would remain capped at 10,000, while the long-standing distinction between specialist betting shops and “betting corners” inside hospitality venues would be abolished.

Licences will be issued by the newly formed Agency of Customs and Monopolies (ADM). Operators seeking licences or franchises would have to demonstrate compliance with tougher standards on player protection, gambling-harm prevention and controls to prevent underage access.
