Isle of Man regulator appoints new deputy CEO

The Isle of Man Gambling Supervision Commission (GSC) has appointed Nicola Libreri as the organisation’s new deputy CEO to shore up the body’s new top team.

Libreri first joined the Isle of Man GSC in 2018 as a gambling inspector, with her most recent role being that of a senior inspector.

She also spent time as the regulator’s acting director of anti-money laundering (AML) inspections and enforcement between November 2023 and November 2024.

Prior to joining the Isle of Man GSC, Libreri spent 12 years as executive officer at care charity Crossroads Care from October 2005 to March 2018.

She also served as a board member for the Council of Voluntary Organisations for the Isle of Man between January 2011 and December 2017.

During her time at the Isle of Man GSC, Libreri has contributed to the strengthening of the regulator’s AML training and experience.

This has included “building new standalone teams dedicated to improving compliance across the sector through outreach, remediation and, where necessary, proportionate sanctions”, according to the regulator.

In her new role, Libreri will work underneath the organisation’s CEO Mark Rutherford.

Speaking about Libreri’s appointment, Rutherford said: “Nicola has played a key role over the last year in strengthening the GSC’s AML/CFT oversight and will continue to drive forward initiatives to support the sector’s understanding of emerging risks.

“Her role will be key to strengthening the GSC’s focus on collaboration, using data and intelligence in coordination with other agencies to prevent criminals from exploiting the sector or the jurisdiction.

“I’m looking forward to Nicola using her AML/CFT knowledge to further advance changes to the GSC’s AML/CFT supervisory framework to meet emerging threats and challenges.”
