Indiana debate grows over proposal to move casino to Indianapolis

A recent Indiana Gaming Commission study has placed Indianapolis among the top relocation options for a struggling southern Indiana casino. While some local officials see a potential revenue boost at a time of tight budgets, critics argue that any financial gains would come at the expense of the city’s most vulnerable residents.

The study projects that an Indianapolis casino would generate more revenue than other proposed sites, based on income levels and population. Opponents say the analysis treats gambling like standard entertainment and fails to account for its disproportionate impact on low-income communities. Research shows people in disadvantaged neighbourhoods are far more likely to develop gambling problems, and casino proximity increases those risks.

Concerns also extend to broader community outcomes. Studies have linked new casinos to increases in bankruptcies and financial hardship in neighbouring counties. While some operators point to charitable contributions and local grants as proof of community benefit, critics say those funds do little to address the specific harms gambling can cause.

Sen. Andy Zay, who initiated the relocation study after proposing a move to New Haven, acknowledged Indianapolis may face greater challenges managing potential impacts due to existing homelessness and crime pressures. The study estimates that 80 per cent of players at an Indianapolis casino would come from outside the county, compared to 95 per cent at another highly rated location, Auburn, a difference critics say matters given the city’s larger population and poverty levels.

Economic arguments remain contested. The report notes that a downtown casino could divert spending from other entertainment venues rather than grow overall economic activity. It would also shift business away from nearby casinos.

Given the risks, opponents argue lawmakers should leave the casino where it is or, if relocation proceeds, choose a location far from Indianapolis.
