Hampton Beach Casino redevelopment approved for 2026 start

The Hampton Planning Board has granted final approval for the redevelopment of the Hampton Beach Casino, Portsmouth, New Hampshire, US, enabling a large-scale project that includes luxury residential units, a hotel, expanded entertainment facilities, and a new charitable gaming casino.

The plans for 169 Ocean Blvd., presented by majority owner Sal Lupoli and partner Fred Schaake, include 99 condominiums, a 208-room hotel, 38,500sq.ft of retail and restaurant space, a 3,500-capacity entertainment venue, and a 52,000sq.ft charitable gaming operation. The project also includes a 732-space parking garage.

Rick Friberg, president and CEO of TEC, said final design work and contractor selection will follow. If timelines hold, demolition could begin after summer 2026, with construction lasting up to three years and an opening targeted for 2029–30.

The redevelopment incorporates preservation of historical elements from the original 1899 Casino and a new Ballroom designed for year-round operation and convention use.

Concerns raised during the approval process centred on the expansion of charitable gaming. A letter from North Hampton Police Chief Kevin Walsh highlighted potential impacts including crime, problem gambling, and economic strain. However, the Board noted charitable gaming is an approved use and has operated on site since 2014 through Aces and Eights, owned by Lupoli Companies.

Supporters argue the project will deliver significant economic benefits. An economic impact report submitted to the Board estimates the new complex could add $311m to Hampton’s assessed value, increase annual property tax revenue by $3.6m, and generate between $6.2m and $9.9m in annual charitable contributions as required under New Hampshire law.

Local developers and business leaders, including Joe Faro, spoke in favour of the redevelopment. The Hampton Beach Area Commission also formally supported the project.

Lupoli said the redevelopment is the first phase of a broader vision for the surrounding area. Future expansion north of D Street is being considered, potentially including a pedestrian bridge linking phases one and two.
