The Gambling Regulatory Authority of Ireland (GRAI) has teamed up with the Advertising Standards Authority for Ireland (ASA Ireland) to oversee and maintain standards in gambling advertisements.
The GRAI is set to take charge of Ireland’s betting sector by mid-2025, following the recent approval of the Gambling Regulation Bill (GRB) in October. This legislation designates the GRAI as the official regulator for gambling in Ireland, responsible for overseeing how gambling is advertised and how it engages with the public.
In collaboration with ASA Ireland, the GRAI aims to protect the public by ensuring that gambling advertising adheres to rigorous standards. This partnership aims to streamline the complaint process, enabling both organizations to jointly assess and address issues that arise.
The GRAI will take the lead on complaints involving licensed operators, while ASA Ireland will handle other related cases. Consumers will receive guidance on where to direct their complaints.
Orla Twomey, the Chief Executive of ASA Ireland, expressed pleasure in partnering with GRAI, highlighting the new body’s focus on safeguarding the public against problematic gambling. She emphasized that their role ensures advertising remains lawful, decent, honest, and truthful.
This collaboration strengthens their mutual commitment to consumer protection, offering clear guidelines for responsible gambling advertising practices.
GRB laws will introduce stringent controls on gambling advertisements, including a 9 PM watershed to reduce public exposure to gambling content. Online operators will have to incorporate additional measures such as self-exclusion options, spending limits, and regular player monitoring to detect and address problematic gambling behavior.
Under Ireland’s new regulatory framework, which will be one of the toughest in Europe, the GRAI will have the power to levy fines of up to €20 million or 10% of an operator’s annual revenue for violations of GRB regulations.
Anne-Marie Caulfield, CEO Designate of GRAI, stated that once in operation, the GRAI will enhance transparency and compliance within the gambling industry, as outlined by the Gambling Regulation Act 2024. This legislation will enforce strict advertising guidelines and increase awareness of problem gambling while implementing measures to address it.
By working with the Advertising Standards Authority, GRAI will effectively address public concerns regarding gambling advertisements, ensuring adherence to advertising codes. This partnership underscores their dedication to protecting the public and maintaining high standards in marketing communications.
