Goa’s casino sector has generated more than ₹1,749 crore (approximately US$210m) in government revenues over the past five years, underscoring the industry’s growing fiscal importance to the state, even as political tensions intensify over its expansion and regulatory oversight.

Figures tabled in the Goa Legislative Assembly show that the government collected ₹1,749.32 crore (approximately US$210m) in licence fees and related charges from casino operations between April 2021 and February 2026 under the Goa Public Gambling Act, 1976. The state currently holds 23 active casino licences, comprising 17 onshore properties and six offshore vessels operating in Goa’s rivers and backwaters.

Revenue has risen sharply in the post-pandemic period. Collections increased from ₹186.35 crore (US$22m) in 2021–22 to ₹353.78 crore (US$42m) in 2022–23, before peaking at ₹603.76 crore (US$72m) in 2023–24. While receipts moderated to ₹461.71 crore (US$55m) in 2024–25, the sector has already generated ₹143.70 crore (US$17m) in the current financial year up to the end of February.

Additional income streams linked to offshore operations have also contributed to the state’s intake. Between 2023–24 and the current financial year, Goa collected ₹27.24 crore (approximately US$3.3m) in vessel-related charges, with mooring fees accounting for the majority. Authorities confirmed that all six offshore casino vessels currently in operation have secured the necessary permissions from the Captain of Ports Department and are subject to periodic compliance checks under maritime and environmental regulations.

The financial contribution of the casino industry comes at a time of heightened political scrutiny. The Aam Aadmi Party (AAP) has accused the Bharatiya Janata Party-led government of blocking the introduction of private members’ bills in the Goa Assembly, alleging this has prevented debate on issues including land protection, environmental safeguards and the expansion of gambling.

Opposition lawmakers had sought to introduce amendments addressing agricultural land preservation, river pollution and regulatory oversight of casino operations. Among the proposals was a Goa Public Gambling (Amendment) Bill, 2026, which aimed to respond to concerns over the growth of the casino sector, alongside legislation focused on irrigation, maritime governance and land-use protections.

AAP representatives claimed that preventing these bills from being tabled undermines legislative scrutiny and avoids public debate on policies affecting local communities. The party has also raised concerns over land conversion practices and the environmental impact of increased commercial activity along Goa’s rivers and coastlines, linking these issues to the broader expansion of gaming operations.

The government has not publicly addressed the specific allegations regarding the blocking of bills, but has maintained that casino operations are conducted within an established regulatory framework. Officials highlighted ongoing compliance monitoring, including inspections and certification requirements under the Inland Vessels Act, 2021.

The developments reflect a broader policy tension in Goa, where the casino industry remains a significant contributor to state revenues and tourism, while continuing to attract political and public debate over its environmental footprint, land use implications and long-term role in the state’s economic model.
