Gibraltar begins recruitment process for new gambling commissioner

The Gibraltar government has begun the process to appoint a new gambling commissioner and executive director for the British Overseas Territory’s gaming regulator. 

In a vacancy posted on the government website on Thursday, 18 June, Gibraltar’s Ministry of Justice, Trade and Industry is inviting applications for the role, with the application window closing on 26 June.

The position will be for a fixed term of two years with an option to renew, with candidates having to reside in Gibraltar upon appointment. 

Desirable characteristics for the ideal candidate include senior gaming sector leadership experience, tax and financial experience, as well as strategic and policy capability.  

The listing also calls for experience within UK public affairs and lobbying, in addition to international market expertise.

Those include engaging with the Treasury, government departments and regulators on issues such as “gambling taxation, regulatory reform, or market access”.

The successful candidate will report into Gibraltar’s minister for gambling, Nigel Feetham, with the first round of interviews scheduled to take place in July 2026. Second round interviews will take place in late July and August.

The listing stated: “The Gibraltar Development Corporation on behalf of the Ministry of Justice, Trade and Industry invites applications for the position of gambling commissioner and executive director. 

“The executive director of the gambling division will provide strategic leadership and overall responsibility for the effective management and operation of the gambling division. 

“The post attracts a competitive salary, commensurate with the successful candidate’s experience, qualifications and the responsibilities of the role.” 

The job listing comes after Feetham told the KPMG eSummit last week that the Rock would remain at the “forefront of innovation” and engage with prediction markets and stablecoins as the duty tax hikes in the UK took their toll on the gambling hub.

The position is currently held by Andrew Lyman, who has served as gambling commissioner and executive director since February 2020. 

The Gibraltar government nor Lyman have yet to disclose if and when he will step down from the post.

Lyman has worked with the government since January 2018, initially working as executive director for Gibraltar’s Ministry of Digital and Financial Services.  

Prior to that, Lyman worked as group director of regulatory affairs at William Hill between August 2015 and January 2018, following on from a five-year stint as the operator’s head of public affairs from November 2009 to August 2015. 

He also has experience working with the UK Gambling Commission, acting as director of monitoring and enforcement for the regulator from January 2006 to July 2008.

Concurrently with his role with the Gibraltar government, Lyman has also served as a non-executive director for the Independent Betting Adjudication Service since January 2022.  

Lyman has previously spoken out regarding the dangers of increased taxes in the UK market, prior to the Autumn Budget announcement that remote gaming duty in the market was set to rise to 40%.  

He has also recently been critical of tax rises across European markets, claiming the practice is a “common mistake” made politicians on the continent.
