The National Gambling Commission (Conajzar) recorded revenue of ₲ 18.715 billion in January from gaming fees. This figure represents a 23.4% increase compared to the same month of the previous year, as a result of Paraguay’s new gambling law.
At the close of 2025, Conajzar, which has now became part of the National Directorate of Tax Revenues (DNIT), accumulated revenues of ₲ 215,940 million exceeding the collection of the previous year by as much as 22.8%.
The figures come after the enactment of Law 7483, which revised the legal framework for gambling operations. A major shift saw Conajzar transition to the DNIT granting the agency enhanced oversight powers to tackle irregularities in the gambling sector and address illegal gambling activities.
Carlos Liseras, president of Conajzar said: “When there are clear rules and controls, people have confidence. Paraguayans devote part of their leisure time to gambling, whether in person or online, and today they do it within the legal framework,” he explained.
Conajzar projects to double and even triple its revenue over the course of the year, supported by stricter controls, new tenders, and sustained efforts against illegal gambling.
“We will further tighten the controls. There is still much to do, but we are convinced that 2026 will be an even better year for the interests of the Paraguayan State,” Liseras said.
Paraguay’s new gambling laws clarify the roles and responsibilities of both Conajzar and the DNIT, ensures that administrative decisions are legally valid, and provides guidelines for effectively implementing the regulatory framework governing gambling activities in the country.
Conajzar will have several key powers, including authorizing the operation of gambling activities, issuing regulations at various levels, and establishing its own operational rules. It can approve new forms of gambling, develop Terms of Reference for tenders, and award licenses based on specific technical requirements.
Additionally, Conajzar can request assistance from the DNIT for oversight tasks, impose penalties, resolve appeals from operators, and carry out other functions as mandated by law. However, the approval of the Executive Power is required for the awarding of national gambling licenses.
Another key feature of the decree is the establishment of the General Directorate of Gambling, which will serve as a technical body tasked with implementing and enforcing policies, regulations, and controls for the operation of regulated gambling activities
