Gambling Commission executive director Tim Miller to depart

Gambling Commission (GC) executive director Tim Miller has announced he will leave the regulator in September after a decade of service.

Miller joined the Birmingham-based regulator in 2016 as executive director of policy and research having served as head of policy and comms at the local government ombudsman for England.

His previous public service career included a spell as head of public affairs at the parliamentary and health service ombudsman between 2010 and 2012.

Miller has been a key figure at the GC, both internally and externally, and has played a prominent role in the body’s efforts around the white paper into the Gambling Act 2005 review.

Alongside his GC duties, Miller has sat on the board of directors of the Gambling Regulators European Forum since 2021.

His exit comes at a period of change at the GC, with former boss Andrew Rhodes departing earlier this year.

Rhodes has since joined Harris Hagan-founded advisory Hawkbridge. Former Push Gaming COO Andy Bentley also serves as a consultant, alongside Bahar Alaeddini, David Whyte and John Hagan.

Sarah Gardner is serving as acting CEO at the GC. The body also remains on the hunt for a new permanent chair, with Charles Counsell continuing to hold the brief on an interim basis.

The GC said that upon Miller departing in September, he will be taking on a “new role outside of the British regulated gambling industry”.

This position will see Miller support “governments, regulators and other organisations that are developing and overseeing gambling regulatory systems around the world”.

During his time with the GC, Miller had a significant role in the launch of the Gambling Survey for Great Britain, alongside the white paper recommendation implementations.

He has also been at the forefront of efforts to warn about the growing threat of the black market and the role of the social media giants in enabling it.

Miller said: “Today I announced to my colleagues that after a decade at the Gambling Commission, I’ve decided it’s time for my next chapter.

“The Commission has been the most enjoyable and fulfilling part of my career so far and I’ve been so lucky to work with such brilliant people who care deeply about getting regulation right. But for me, 10 years always felt like the right point to take on a new challenge.

“I’ve always been a public servant but am now looking forward to working for myself.

“This is going to include working internationally with a number of governments, regulators and organisations that are focused on supporting the development of well‑regulated and competitive markets.

“For now, there’s still plenty to get done before I hand back my Gambling Commission lanyard.”

Gardner said: “Tim has provided outstanding service to the Commission for 10 years. I would like to thank Tim for his significant contribution to gambling regulation and wish him every success in the future.”
