Gambling Commission appoints ex-HMRC head as executive director of operations

The Gambling Commission (GC) has announced the appointment of Sue Young as the regulator’s new executive director of operations.  

In her new role, Young will be tasked with leading the Birmingham-based regulator’s operational functions, with an emphasis on the GC’s work regarding safer gambling.  

Young joins the GC from HM Revenue and Customs (HMRC), where she worked as director of debt management.  

Within that role, her key responsibilities included receiving debt payments, accounting for tax duties and other liabilities, securing late payments and bringing in late returns. 

Outside of her time with HMRC, Young joins the GC having amassed significant experience in the public sector. 

Young also held senior positions at the Home Office, including with the Border Force, HM Inspectorate of Constabulary and Fire & Rescue Services and the Department of Health and Social Care. 

Acting GC CEO Sarah Gardner said: “I’m delighted to welcome Sue to the Gambling Commission.  

“There is a great deal of important work underway across our operational teams, not least our continued focus on tackling the illegal market and delivering strong regulatory outcomes.  

“Sue brings a wealth of operational leadership experience and I’m very much looking forward to working with her.” 

Young added: “I’m excited to be joining the Gambling Commission and to be learning about a new sector.  

“The Commission plays an important role in protecting consumers and ensuring gambling is conducted fairly and safely. I’m looking forward to building on the significant work already underway across the organisation.” 

The appointment represents the latest shake up in senior positions at the GC.  

Earlier this year, the regulator announced that CEO Andrew Rhodes was set to step down from the position in April after nearly four years. 

The GC appointed Gardner as acting CEO as it began the process of finding Rhodes’ replacement.  

Helen Child also stepped down from her role as head of governance this month to take up a post with the Gloucestershire Health and Care NHS Foundation Trust.

In January, the GC also appointed Kirsty Caldwell as interim chair of its industry forum as it searches for a replacement for former incumbent Nick Rust, whose term ended in November 2025.
