Since 2019, French gambling operators have been required to submit action plans targeted at preventing excessive gambling and underage play. In 2025, the ANJ reviewed plans from the country’s two major operators, PMU and FDJ United, together with 16 licensed online operators and 203 casinos.

Reducing excessive gambling is part of ANJ’s 2024-2026 strategy. Despite acknowledging progress in protecting online gamblers, ANJ believes problem gambling remains too widespread. Operators are being urged to detect and support more affected players and introduce stricter limits on high-risk games like live betting and fast-paced poker.

For land-based casinos, the ANJ reported an overall improvement in compliance, though one casino’s plan was rejected. To help casinos step up their harm reduction efforts, the regulator launched an e-learning program last year.

Meanwhile, the French gambling industry continues to grow, with a 3.8% increase in revenue in the first half of 2024, reaching €5.5 billion.
