Former Gambling Commission executive director Tim Miller has launched GamReg Consulting, an international advisory firm aimed at helping regulators and governments navigate gambling policy.
Miller, who left the British regulator in September after a decade of service, said the new venture will support stakeholders as they “respond to rapid change in the global gambling sector”.
GamReg Consulting has already engaged with partners in North America and is planning to support international clients from 2027 onwards.
Miller will kick off his push for the new business at G2E in Las Vegas, Nevada at the end of September.
The former GC head added the firm will help regulators and governments as they aim to build “more resilient gambling frameworks, tackle illegal markets and apply lessons from other jurisdictions”.
In fact, Miller added a key facet of his new venture’s work would be focused on the black market and risks posed by illegal operators.
“GamReg Consulting will advise on approaches that align regulation, industry practice and technology solutions so consumers have strong incentives to remain in the licensed market, where protections are real and enforceable,” a statement read.
Miller announced his planned exit from the GC in June. He originally joined the Birmingham-based quango in 2016 as executive director of policy and research.
He previously served as head of policy for the local government ombudsman in England.
During his stint at the GC, Miller played a prominent role in the implementation of recommendations from the white paper into the Gambling Act 2005 review.
Miller, including when speaking to EGR, was often hyper-critical of big tech platforms such as Google and Meta for allowing the proliferation of black market advertising.
The exec was also one of the public faces of controversial financial risk assessments that drew sustained criticism from punters and trade bodies.
Miller’s new GamReg Consulting project comes after former GC CEO Andrew Rhodes joined Hawkbridge, an advisory firm set up by the lawyers behind Harris Hagan.
Rhodes and former Push Gaming COO Andy Bently serve as consultants to the venture, which was set up by Bahar Alaeddini, John Hagan and David Whyte.
The GC remains on the hunt for a permanent successor to Rhodes. The government confirmed Ruth Evans as the regulator’s new chair earlier this month.
Sarah Fox, a senior leader within the Department of Culture, Media and Sport, was seconded to the GC to take over some of Miller’s remit.
Miller said: “Regulators everywhere are dealing with fast-moving markets alongside heightened expectations.
“They need practical, credible approaches that keep players safe while supporting a compelling consumer offer.
“GamReg Consulting has been created to help organisations navigate that complexity with confidence.”
Miller also argued that “successful regulatory systems will not be built on simplistic, blunt approaches like ever-increasing tax hikes or blanket prohibitions”.
He added: “Tomorrow’s best in class regulation will be evidence-led, outcomes-focused and technology-driven.
“GamReg Consulting helps clients turn that ambition into regulation that protects consumers, commands industry confidence and works in the real world.”
