Former BetVictor CEO Michael Carlton has founded 21.com, a new online crypto casino and sportsbook which aims to become a top three operator in the world within two years.
Headed up Carlton as CEO, the challenger brand is built on a “modern technology stack” and has, management said, embraced AI to deliver “unparalleled customer experiences”.
21.com is targeting a “range of global jurisdictions”, the company said. While 21.com isn’t available in the UK, using a VPN shows the site is regulated by the autonomous island of Anjouan in the Indian Ocean off the east coast of Africa.
The site, which accepts a range of cryptocurrencies, is operated by SkyHigh Innovations, a company registered and incorporated in Belize.
The ambitious aim is for 21.com to be in the “top three operators” in every market it has a presence, and in the world, within two years.
Carlton himself spent 13 years as a chartered accountant with EY before entering the gaming industry in 1997, when he became CEO of BetVictor for the next 17 years.
In 1998, the company, then known as Victor Chandler, relocated its headquarters to Gibraltar to avoid UK gambling taxes. Billionaire businessman Michael Tabor assumed control of BetVictor in 2014, and Carlton stepped down from his role.
He has since invested in “many” betting and gaming companies.
21.com said Carlton’s background of working during the introduction of the internet gave him a grounding for the current upheaval in the industry fuelled by “cryptocurrency, artificial intelligence and higher customer expectations”.

21.com’s rollout follows recent launches of new brands, including a new entrant to the UK market with the launch of Bet St George, a horseracing- and football-focused challenger brand “championing English sport and national moments”.
