Estonia’s online casino tax set at 5.5%

After Estonian legislation accidentally removed the online casino tax, on February 10, 2026, the Estonian Parliament restored taxation and approved a 5.5% uniform tax rate. The Parliament, called the Riigikogu, voted to change the Gambling Tax Act through an amendment introduced by MP Tanel Tein, proposing that both games of chance and games of skill 

After Estonian legislation accidentally removed the online casino tax, on February 10, 2026, the Estonian Parliament restored taxation and approved a 5.5% uniform tax rate.

The Parliament, called the Riigikogu, voted to change the Gambling Tax Act through an amendment introduced by MP Tanel Tein, proposing that both games of chance and games of skill offered by operators be taxed on the same basis.

During February 2026, the previous tax system will be used; however, the Finance Committee announced that the amendment will come into force from March 1, 2026.
The goal of the updated tax rates is to increase funding for sports and culture through revenue from gambling operators, and the government also believes that imposing equal taxation can help to restore legal clarity both for operators and tax authorities.

Additionally, the government has passed legislation for crypto-asset service providers, which will require them to report transaction data to the MTA. From 2027, it will be mandatory to submit information about cryptocurrency assets, as Finance Minister Jürgen Ligi stressed that only 2,400 taxpayers declared such income in 2024.

Less than €20 million was declared, according to Erle Kõõmets, head of the tax and customs policy department at the Ministry of Finance, and many fraud schemes were carried out through the crypto market.
