Dutch regulator issues directive to Unibet over AML and CTF violations

The Dutch Gaming Authority (KSA) has issued Unibet with a directive for violating anti-money laundering (AML) and counter-terrorism financing (CFT) laws under the country’s Wwft Act.

Following the investigation, the KSA instructed Optdeck Service Limited, operating in the Netherlands as Unibet, to improve its customer due diligence and financial thresholds.

FDJ United-owned Unibet, which is one of the leading commercial operators in the country, had failed to adequately carry out its own due diligence policy, according to the KSA, particularly with regard to transaction monitoring and control measures.

Furthermore, the directive ordered Unibet to adjust its financial thresholds at which a player is considered to be a high AML risk and a source-of-funds investigation is triggered.

The KSA asked for the new thresholds to “take into account the usual spending capacity of young adults”, with the changes to be inspected by the regulator in due course. 

A KSA statement read: “During the investigation, Unibet adopted a cooperative attitude and proactively worked on a remediation plan.

“Some violations were already stopped during the investigation. The KSA will conduct a follow-up inspection after the expiration of the term.”

This isn’t the first time Unibet has faced regulatory heat in the Netherlands and other markets.  

In December 2024, the operator was fined €400,000 by the Dutch regulator for a self-exclusion error, and last June Unibet received a warning from the KSA over advertising and slots violations.

At the time the KSA said it would impose “stricter sanctions” on the operator should further shortcomings be discovered in the future.

Last October, Unibet was handed a £10m penalty by the Gambling Commission for customer intervention failings.

Parent company FDJ United reported €3.7bn in revenue for full-year 2025, though bosses highlighted a €50m financial hit due to tax hikes across Europe. 

As part of the announcement in February, chief betting and gaming officer Nils Andén stepped away from the business. 

Andén was CEO of Unibet’s previous owner Kindred Group, which was acquired by FDJ United 18 months ago in a deal worth €2.45bn.
