Brazilian Deputy Tabata Amaral has filed Bill 1172/2026, which would amend guidelines of Brazil’s online gambling law to address advertising and “promotion of bets in the digital environment.”
The bill would make changes to Law No. 14.790/2023 specifically to Article 16 as it would ban all digital advertising and promotion of gambling in Brazil. This includes ads for betting, games of chance, and related products across websites, apps, social media, and video platforms.
There would, however, be limited exceptions allowing exposure only by duly registered operators in controlled channels (their own establishments, pages, domains, and electronic accounts) and only when accompanied by warnings, anti-gambling messaging, and educational actions about risks and prevention of pathological gambling, including measures to keep minors from participating.
It mandates that advertising target only adults, promotes social responsibility and responsible gambling, and prohibits any form of promotional boosting. The measure aims to protect children and adolescents, reinforcing the priority given to their welfare, and emphasizes that, while betting remains regulated, promotions must not normalise gambling or broaden access to vulnerable groups.
In her justification for the new bill the lawmaker argued that the advance of fixed-odds betting in the digital environment, has “triggered a grave public health and social protection concern in Brazil. The popularization of these platforms, together with the intense presence of advertising on social networks, on high-traffic websites, and in popular apps, has daily exposed millions of people to content that encourages money gambling, often disguised as entertainment and lifestyle.”
As betting has rapidly expanded and become deeply embedded in daily digital life, a legislative response is urgently needed that goes beyond regulating the economy of the activity and imposes strict protections for mental health and consumer rights the deputy argued.
The lawmaker also said that: “The logic of wagering games—characterized by immediate reinforcement, the sensation of easy gains, and repetitive exposure—combines with highly targeted advertising techniques in the digital environment, which use influencers, sports idols, and figures of broad appeal among youth, increasing the risk of compulsive behaviour.”
