The National Council of Games of Chance (CNJSA) of Colombia published on 27 April 2026 a draft agreement that would adopt detailed responsible-gambling rules for the territorial games segment — the locally licensed games of chance regulated at department level, separate from the national online regime — covering all operators of Lottery, Permanent Bets or Chance and the RASPA&LISTO scratch product that use the internet as a sales channel.
The draft is open for comment from 27 April 2026 until 13 May 2026 at 5:00 p.m., to be sent to the Coljuegos officials.
Once enacted, operators would be required to set up an online voluntary self-exclusion register, displayed both on their websites and at physical points of sale. The minimum self-exclusion period would be thirty days, and where the player does not file a request to revoke the measure, the exclusion would renew automatically for an identical period.
The text also requires operators to integrate into their websites a risk-factor identification test designed by Coljuegos. The tool is described as an instrument to identify problem-gambling behaviours and suggest self-control measures. Boards of the territorial operators would be directly responsible for verifying compliance and would have to designate a qualified professional to lead the responsible-gambling programme.
That programme manager would have to submit detailed half-yearly reports to the management of the technical secretariat of the council, including quantitative figures on the number of self-excluded users. The draft also obliges operators to adopt all technical, informational and operational provisions set out in the agreement.
The transitional period in the draft is six months from publication in the Official Gazette. The territorial games sector that would be covered is the network of regional lotteries and the chance and permanent-bets concessions operated under the supervision of the CNJSA, which is distinct from the online betting market regulated by Coljuegos at national level.
