Colombia’s gambling regulator Coljuegos has approved a major update to its instant prize games framework, clearing the way for operators to offer crash-style and multiplier-based games similar to those popular in international markets.

Agreement 01, signed on May 7, 2026, redefines the regulatory treatment of instant prize games operated online, replacing restrictions introduced in 2021 and refined in 2023. The new rules expand the range of permitted game mechanics while maintaining core protections around Random Number Generator (RNG) certification and player returns.

Under the revised Article 1.3.12, instant prize games are now defined as wager-based games where prizes do not depend on a draw or sequence of events, but rather on three core elements: an authorized RNG that determines outcomes or game development; a prize plan based on fixed or progressive multipliers; and player interaction to decide when to withdraw from a session or execute specific actions.

The framework now explicitly permits progressive multiplier systems, where prize values are determined by multiplying the wager amount by a factor that changes during gameplay. Players can cash out at any point during the session, with the prize calculated based on the multiplier active at that moment. Operators may also offer both manual and automated participation modes, giving players flexibility in how they engage with the games.

The regulatory shift followed an extensive review by Coljuegos’ Vice Presidency of Commercial Development and Information Technology Office, which analyzed international market trends and new mathematical mechanics used by global game manufacturers. The regulator identified an opportunity to expand the regulated offering while strengthening exploitation of the state’s gambling monopoly and increasing transfers to Colombia’s health system.

Coljuegos consulted with game providers and certification laboratories during the drafting process, and the draft agreement was published for public comment from February 27 to March 6, 2026. The Board of Directors reviewed the proposal across multiple sessions before final approval in early May.

The 2023 version of the regulation had limited instant prize games to three specific titles—Aviator, Lucky Super 6, and Cops and Robbers—along with any future games explicitly approved by the Board. That restrictive approach has now been replaced with a principles-based framework that allows any game meeting the technical definition and certification requirements.

The new rules maintain exclusions for traditional lottery products, including chance betting, traditional lottery, scratch cards, pre-printed lotto, online lotto, Super Astro, and Keno. Keno remains separately regulated under Agreement 07 of 2024, which restricts its operation to concession contracts signed directly with Coljuegos.

Games seeking approval as instant prize products must meet minimum technical standards set out in the certification process, and the return-to-player percentage cannot fall below that required for internet-operated games under existing regulations. The agreement takes effect immediately upon publication in Colombia’s Official Gazette.
