Brazil’s Secretary of Prizes and Betting leaves position

The Secretary of Prizes and Betting (SPA) in Brazil, Régis Dudena, announced on January 29 that he is departing from the position to take the role of Head of the Secretariat of Economic Reforms. During his speech, Dudena pointed to the fact that Brazil’s regulatory foundation allowed authorities to monitor and identify operators and partners 

The Secretary of Prizes and Betting (SPA) in Brazil, Régis Dudena, announced on January 29 that he is departing from the position to take the role of Head of the Secretariat of Economic Reforms.

During his speech, Dudena pointed to the fact that Brazil’s regulatory foundation allowed authorities to monitor and identify operators and partners for the first time as the country wrapped up the first full year of the formal betting market.

The former secretary also mentioned that the SPA processed more than 300 authorization requests ahead of the market launch and that 2025 was the first year when full enforcement was applied. This changed the focus from government action to consumer protection and financial crime.

Although the Federal Revenue Service is responsible for collecting taxes, the gambling authority has mainly focused on consumer protection and the broader economy.

Dudena stated:

“I leave with the conviction that the Secretariat will continue to fulfill its role and strengthen itself, provided that the agents in the sector understand the public responsibility involved in providing this service.”

An important part of the market launch was the cooperation between the Ministry of Justice, the Ministry of Health, and the Federal Police, alongside ongoing partnerships with the National Telecommunications Agency.

As Dudena exits, the SPA will be supervised by Deputy Secretary Daniele Correa Cardoso on an interim basis.
