Brazil’s Secretariat of Prizes and Bets (SPA-MF) participated in a meeting with consumer service professionals in Salvador (BA) to present the main regulatory advances in Brazil’s fixed-odds betting market and the government-established responsible gambling guidelines.
The talk was led by SPA’s Substitute Secretary, Daniele Correa Cardoso, with the participation of the General Coordinator of Monitoring of Responsible Gambling, Andiara Maria Braga Maranhão.
The event brought together around a thousand attendees. During the meeting, the process of constructing the regulatory framework for the sector and the consumer-protection instruments for bettors were presented.
Daniele Correa Cardoso highlighted that the regulation of the sector is based on Law No. 13.756/2018, which authorized fixed-odds betting in the country, and was expanded with Law No. 14.790/2023, which established more comprehensive rules for authorization, supervision, and operation of platforms.
“This is a public service that can be exploited by private operators under authorization of the Union, always with attention to social impacts and the protection of the popular economy,” stated Daniele Correa Cardoso.
According to a Ministry of Finance press release, another central point of the presentation was the set of rules focused on responsible gambling, established mainly by SPA/MF Ordinance No. 1.231/2024, which defines the rights and duties of operators and bettors, as well as guidelines for communication, advertising, and risk prevention associated with betting.
Andiara Maria Braga Maranhão, the General Coordinator, emphasized the responsibility of operators to adopt consumer protection mechanisms. “Fixed-odds bets in Brazil are a public service that has negative externalities, and it is up to betting operators to implement all mechanisms to protect Brazilian consumers, both in terms of mental health and financial health,” she stated.
The initiative is part of SPA’s effort to broaden knowledge about how the regulated market operates, strengthen responsible gambling practices, and ensure greater transparency, safety, and consumer protection in the fixed-odds betting environment in Brazil.
