Brazil’s Ministry of Finance has made available the adhesion term to the Forum for the National Systematization of Bets (Sinapo), an instrument that allows states and the Federal District (DF) to formalize their participation in the institutional coordination initiative aimed at the exploration and regulation of lottery modalities in the country.
The forum was established by SPA/MF Ordinance No. 227, of January 28, 2026, which created, within the Secretariat of Prizes and Bets of the Ministry of Finance (SPA/MF), a permanent space for dialogue among the federative entities on the development and improvement of sector regulation.
As provided in the ordinance, the Secretariat of Prizes and Bets must offer, within 45 days after the publication of the act, the adhesion term to be signed by the interested federative entities. With the publication of the document and the representative nomination form on the SPA portal, states and the DF can already formalize their adhesion to Sinapo.
Adhesion takes place by signing the Adhesion Term and sending the representative nomination form, in which the federative entity designates a principal representative and an alternate to participate in Sinapo activities, in addition to providing institutional contacts for communication with the secretariat.
Sinapo was created to strengthen technical cooperation among the Union, states, and the DF, encouraging the exchange of experiences and regulatory best practices, data and strategic information integration, and the development of joint strategies related to public betting policies.
Among Sinapo’s objectives are the improvement of sector regulation, strengthening of legal security and transparency, and promotion of integrity in the operation of lottery modalities, with emphasis on protecting bettors and the popular economy.
Forum meetings will be technical in nature and will ordinarily occur four times a year, and may be held in person, remotely, or in a hybrid format. The schedule will be announced by the Secretariat of Prizes and Bets after adhesions are consolidated and representatives are indicated by the participating federative entities.
In April 2025 members of SPA first met with representatives from the states and the Federal District (DF) to initiate discussions about Sinapo. The then Secretary of Prizes and Bets of the Ministry of Finance, Regis Dudena, emphasized during the meeting the importance of dialogue with the states for the democratic and effective construction of a unified system, as well as for the effective compliance with legal provisions related to fixed-odds betting throughout Brazil.
