According to the TV Senado, a Brazilian television channel responsible for broadcasting the activities of the senate, the bill that regulates the exploitation of gambling games in Brazil (PL 2.234/2022) may be voted on by the Senate floor now that the parliamentary recess has ended, but no date has been set yet. The voting on the proposal, which was already on the agenda, was postponed at the request of some senators.
The project authorizes the operation of casinos, bingo halls, betting on horse races, jogo do bicho and online gaming platforms. The text revokes the prohibition imposed in 1946, which banned the exploitation of gambling throughout the country, and modifies the law on misdemeanour offenses, which establishes punishments for these activities.
The project provides for the creation of a system for supervision and regulation to ensure the safety and transparency of gaming and betting activities, in addition to preventing crimes such as money laundering and financing of terrorism. Expected impacts include an increase in tourism, job creation, and encouragement of regional economic development, greater control and regulation of the gaming and betting market, and the establishment of policies to address issues related to gambling.
Additionally, regulation could stimulate investments in tourism infrastructure, such as hotels and event centres.
If the project is approved, the Ministry of Finance will be responsible for defining the licensing, oversight, and authorization rules for the exploitation of games.
Supporters argue that the measure will bring significant economic benefits. “Millions of jobs will be created, and billions of reais will be invested in the construction of these large tourism complexes. And of course, all of this will boost the national tourism chain,” said the rapporteur of the proposal, Senator Irajá Silvestre.
Despite the arguments presented by supporters, the regulation of gambling faces resistance in Congress. Various senators have positioned themselves against legalization, citing social risks such as increased family indebtedness and the encouragement of compulsive gambling.
“This is a case that brings people to the edge of the precipice, and Brazilians can no longer handle debt due to gambling. If betting houses target individuals up to 49 years old, bingo and casinos reach the rest, including the elderly. So we cannot allow this; we have to protect this social fabric, and with God’s grace, we will win this battle alongside the population that is respectfully and politely urging their senators to vote against this madness,” said Senator Eduardo Girão.
According to the text of the bill, casinos in Brazil may be installed in resorts as part of an integrated leisure complex that must contain at least 100 high-end hotel rooms, meeting and event venues, restaurants, bars and shopping centres.
