Brazil’s government pushing to increase taxes based on gambling product

The head of the government in Congress, Senator Randolfe Rodrigues, announced that the Ministry of Finance plans to unveil a new proposal this week aimed at raising taxes on gambling. This proposal will set varying tax rates depending on the type of gambling type, with greater taxation applied to categories considered by the government to be more detrimental to public health, such as online casino games.

“The betting industry must be taxed as a matter of public health, not just as a revenue source for the government. It is necessary to tax bets and prohibit others. Some should be taxed, while others, which are more damaging to health, should even be debated for prohibition,” said Randolfe Rodrigues.

The lawmaker  cited international examples and advocated for a more robust taxation approach. “In the United States, it’s 50%. In New York State, it’s 51%. So, it should be a package of measures, but done separately,” he argued. “I think 18% is moderate. I believe that the taxation should even be higher,” he said.

The government leader indicated that the draft being prepared by the Treasury should categorize fiscal measures into two sections: taxation and expense control.

“We are adjusting our approach . . . Regarding betting, the government is convinced and determined to present all necessary measures,” he explained.

Randolfe stated that the Treasury should forward the proposals to Congress within the week.

The administration clearly means to go forward with increased taxation on the industry one way or the other. Earlier this month the Chamber of Deputies approved a request to withdraw Provisional Measure (MP) 1303/2025 from the voting agenda rendering it invalid. The measure was forwarded to the National Congress in June to compensate for the revocation of the increase in the Tax on Financial Transactions (IOF). As well as increased taxes on betting operators the original version of the MP proposed increased taxation of billionaires, banks along with taxing certain financial investments.
